Finland is a digital frontrunner, characterised by digitally advanced businesses, strong digital skills and leadership in AI and supercomputing. Its strengths include semiconductor innovation, cross-sector AI adoption, AI education and sustained public and private investment in digitalisation. Citizens have high levels of digital literacy, privacy awareness and critical content-evaluation skills, and e-government services are widely used. Despite these advantages, Finland has yet to fully realise its digital potential. Persistent connectivity gaps in rural areas risk excluding some communities from the digital economy, while cloud adoption remains stagnant and shortages of ICT professionals constrain further progress.
The Finnish national roadmap comprises 14 measures with a total budget of EUR 559 million, of which EUR 556 million is financed from public budgets (equivalent to about 0.2% of GDP in 2025). Of these measures, 43% are set to expire by the end of 2026, corresponding to EUR 70 million of public funding or 13% of the total public budget allocation.
Protecting online privacy and security is considered the top priority for the next decade by 98% of respondents, followed by improving access to digital tools for everyone (93%) and using digital technologies to make everyday life easier (90%). Additionally, 96% support stronger online protection for children and young people.
86% agree that AI development should be carefully regulated to ensure safety, even if this may constrain developers. When it comes to generative AI tools, the main concerns cited are accuracy and incorrect information (41%), privacy and data protection (36%), while 32% do not see a need to use generative AI tools.
