Greece has made significant progress in its digital transition, notably by establishing the framework for safe and resilient use of digital technology, a new cybersecurity strategy and a framework for data governance. However, low levels of digital technology adoption among businesses limit their ability to capitalise on digital innovation. Persistent gaps in digital skills and a low share of ICT specialists in employment could slow digital adoption and competitiveness. However, Greece is rapidly developing assets for digital leadership, including an AI Factory, four Antennas, and a cross-border quantum communications project.
The Greek national roadmap comprises 125 measures with a total budget of EUR 6.1 billion in public funding (about 2.57% of GDP), and an additional estimate of EUR 7 billion in private investments. Of these measures, 42% are set to expire by the end of 2026, corresponding to EUR 3.69 billion of public funding or 60% of the total public budget allocation.
Protecting online privacy and security is considered the top priority for the next decade by 97% of respondents, followed by improving access to digital tools for everyone (90%) and using digital technologies to make everyday life easier (88%). Additionally, 98% support stronger online protection for children and young people.
94% agree that AI development should be carefully regulated to ensure safety, even if this may constrain developers. When it comes to generative AI tools, the main concerns cited are privacy and data protection (48%), accuracy and incorrect information (47%), and ethical issues or potential misuse (50%).
