Luxembourg's performance towards the Digital Decade targets and objectives.

Luxembourg continues to be a strategic digital hub, backed by strong infrastructure but facing persistent challenges in SME digital uptake. The country is committed to remaining a European frontrunner in digitalisation, through targeted investments in strategic digital technologies.
Luxembourg's roadmap is composed of 98 measures with a budget of EUR 515 billion, of which EUR 488 million from public budgets (equivalent to 0.57% of GDP in 2024).

The digitalisation of SMEs continues to lag, hindered by high integration costs and limited technical expertise.

Recommendation
Further support is needed for the uptake of advanced digital technologies (cloud, AI, data) by SMEs, who currently lag significantly behind larger enterprises.

Scale-up financing can rely on a number of public funding schemes but companies often struggle to access later-stage funding due to the small size of the market and a limited private risk capital culture.

Recommendation
The growth pipeline for scale-ups should be strengthened by facilitating greater access to private venture capital.

Digital skills disparities persist across demographic groups, particularly affecting older people and those with lower education levels.

Scale up targeted programs to reach older citizens, women, and populations with lower education background.

88% of citizens consider it important that public authorities mitigate the issue of fake news and disinformation online.
86% of citizens consider it important to ensure that European companies can grow and become ‘European Champions’ able to compete globally.
