Poland's performance towards the Digital Decade targets and objectives.

Poland has strong fixed internet connectivity but faces challenges with low digital skills and slow adoption of advanced technologies by businesses. However, it is making progress on quantum computing and AI and deployed measures to enhance cybersecurity at different levels of government, while improving the digital skills of citizens.
Poland's roadmap is composed of 55 measures with a budget of EUR 12.4 billion, equivalent to 1.47% of GDP.

Despite advances in Poland in digital intensity of enterprises, the country still scores below the EU average on this target as well as in the uptake of more advanced digital technologies by companies.

Recommendation
Boost SME digitalisation by targeting support and raising awareness of digital benefits. Foster an AI-friendly ecosystem with public-private research investments. Promote business adoption of cloud technologies, focusing on European solutions.

5G deployment is delayed due to late allocation of crucial pioneer bands.

Recommendation
Encourage operators to speed up the deployment of 5G stand-alone core networks.

The level of digital skills remains low, with a marked difference between people living in urban and rural settings and between age groups.

Recommendation
Increase the attractiveness of STEM disciplines at school to raise interest in taking up ICT-related studies and careers, including by girls and women. Strengthen the measures focused on social groups with lower digital skills.

The shortage of ICT specialists affects enterprise digitalisation, advanced technology adoption, and cybersecurity efforts.

Recommendation
Take measures to increase the number of ICT specialists, including through improved training and reskilling options, ICT talent acquisition and retaining, and continue promoting ICT studies and careers to women and girls.
