Poland's performance towards the Digital Decade targets and objectives.
Poland is progressing well in digitalisation, particularly in continuously improving the availability of digital public services. However, it still lags behind in business digitalisation and the uptake of key technologies, especially among SMEs, as well as in basic digital skills across the wider population and the pool of ICT specialists.
Meanwhile, policymakers are placing greater focus on strategic areas such as AI infrastructure, semiconductors, and quantum technologies.
The Polish national roadmap comprises 55 measures with a total budget of EUR 12.4 billion. Of these measures, 40% are set to expire by the end of 2026, corresponding to EUR 3.69 billion of public funding or 30% of the total public budget allocation.
Using digital technologies to make everyday life easier is considered the top priority for the next decade by 88% of respondents, followed by protecting online privacy and security (87%), improving access to digital tools for everyone (87%) and ensuring everyone has access to high-speed internet (87%). Additionally, 87% support stronger online protection for children and young people.
69% agree that AI development should be carefully regulated to ensure safety, even if this may constrain developers. When it comes to the use of generative AI tools, the main concerns cited are lack of skills (29%), lack of need (27%), and ethical issues or potential misuse (24%).
