Romania is one of the leaders in terms of fixed connectivity infrastructure and has taken important steps to strengthen its position in semiconductors and AI. However, low basic digital skills, weak SME and start-up innovation and low tech uptake limit competitiveness.
The Romanian national roadmap comprises 7 measures with a total budget of EUR 3.89 billion (equivalent to 1.01% of GDP). Of these measures, 38% are set to expire by the end of 2026, corresponding to EUR 2.31 billion of public funding or 64% of the total public budget allocation.
What do Romanian citizens think of digital?
According to the special 2026 Digital Decade Eurobarometer, 59% of Romanians consider digital policy as a high EU priority.
Making digital tools more accessible for everyone is considered the top priority for the next decade by 77% of respondents, followed by protecting privacy and security online (73%) and using digital technologies to make everyday life easier (71%). Additionally, 72% support stronger online protection for children and young people.
64% agree that AI development should be carefully regulated to ensure safety, even if this may constrain developers. When it comes to generative AI tools, the main concerns cited are lack of training or relevant skills to use them (28%), privacy and data protection (26%), and potential job losses (26%).

Recommendation: Build a unified public cloud ecosystem, focusing on interoperability and the implementation of the once-only principle.
High number of ICT graduates.
Low level of basic digital skills impacts use of digital public services and how companies digitalise.
Recommendation: Identify ways to better reward teachers and employees willing to get trained and use digital skills in their activities.
ICT talent retention remains problematic.
Recommendation: Improve cooperation between companies and universities, including for R&D activities.
