Sweden has a strong digital ecosystem and remains attractive for start-ups, as the high number of unicorns shows. Individuals and business benefit from high-quality fixed and mobile connectivity. The population has good ICT skills and the workforce is highly skilled. Sweden has adopted national strategies on digitalisation and on AI; however, more needs to be done to promote the widespread adoption of AI technologies among enterprises.
The Swedish national roadmap comprises 68 measures with a total budget of EUR 3.55 billion, of which EUR 2.9 billion is financed from public budgets (equivalent to 0.49% of GDP). Of these measures, 46% are set to expire by the end of 2026, corresponding to EUR 1.18 billion of public funding or 41% of the total public budget allocation.
What do Swedish citizens think of digital?
According to the special 2026 Digital Decade Eurobarometer, 83% of Swedes consider digital policy as a high EU priority.
Protecting online privacy and security is considered the top priority for the next decade by 97% of respondents, followed by improving access to digital tools for everyone (93%) and using digital technologies to make everyday life easier (85%). Additionally, 93% support stronger online protection for children and young people.
90% agree that AI development should be carefully regulated to ensure safety, even if this may constrain developers.
When it comes to generative AI tools, the main concerns cited are accuracy and incorrect information (65%), ethical issues or potential misuse (50%), and privacy and data protection (46%).
