Call for tender: Study on domain name registration data

The European Commission has launched a call for expression of interest for a tender to conduct a study on domain name registration data.

The European Commission will procure a study on domain name registration data (“the Study”). Interested parties can express their interest to participate in the tender by 12/02/2023, 23:59 via the eTendering portal.

The Study aims at highlighting current and good practices for the collection, maintenance and accessibility of domain name registration data (WHOIS data). It should cover the most important steps in the lifecycle of WHOIS data, from collection to disclosure.

The Study should gather in-depth knowledge of practices relating to the establishment and maintenance of domain name registration databases. In particular, it should identify and analyse:

  • the most prevalent practices for the collection and maintenance of accurate and complete domain name registration data;
  • the practise for the verification of domain name registration data;
  • emerging good practices for the collection, verification and disclosure of DNS data and effective practices for the timely publication of domain name registration data;
  • practices that have proven to be effective against DNS abuse;
  • advanced practices on the collection and verification of online domain name registration data from other digital industries.

The result should be a comprehensive picture of current and future industry practices, and registration technologies. This overview could support the implementation phase of the NIS2 Directive.

The duration of the Study shall not exceed 7 months.

Only invited candidates having received an invitation to tender by the European Commission may participate in the tender.
