The online platform economy is fundamentally and rapidly changing. Given the breadth of issues associated with it, there is a need for a continuous monitoring of evolutions, so as to inform policy-making and, as appropriate, underpin targeted policy measures. Therefore, alongside with the Commission’s regulatory proposal, a group of experts for the Observatory on the Online Platform Economy has been set up by a Commission Decision of 26 April. It will support the work of the Commission's EU Observatory on the Online Platform Economy. The Observatory is composed of the expert group and a dedicated team of Commission officials whose main task will be to monitor and analyse the developments in the online platform economy to enable informed and flexible policy making at Union level.
It is essential to provide the EU Observatory with robust evidence and tools to carry out its analytical work.
The purpose of the study will be data gathering and multi-disciplinary analysis of emerging issues such as, but not limited to, data access and ranking algorithms, price-parity clauses in online platforms, as well as further evolution of national regulatory and policy approaches to online platforms. The study will also support the work of an Expert Group for the Observatory on the online platform economy, as well as provide an online web-portal which will serve as interface between stakeholders and the Expert Group and the Commission.
