Context
The Digital Single Market Strategy for Europe (DSM) announced the launch of a new eGovernment Action Plan for 2016-2020 aiming at removing existing digital barriers to the Digital Single Market and preventing further fragmentation arising in the context of the modernisation of public administrations.
This "EU eGovernment Action Plan 2016-2020 - Accelerating the digital transformation of government" will serve as a catalyst to coordinate public sector modernisation efforts and resources in the field of eGovernment.
The EU eGovernment Action Plan 2016-20203 adopted the 19th of April 2016 lays out the following vision: "By 2020, public administrations and public institutions in the European Union will be open, efficient and inclusive, providing borderless, personalised, user-friendly, end-to-end digital public services to all citizens and businesses in the EU. Innovative approaches are used to design and deliver better services in line with the needs and demands of citizens and businesses. Public administrations use the opportunities offered by the new digital environment to facilitate their interactions with stakeholders and with each other."
Objectives
Given the context laid out above, this study will support monitoring innovation in the public sector, namely by executing the collection of data for 2019 eGovernment Benchmark, and analysing the state of play of eGovernment provision across EU countries.The call for tenders consists of three tasks:
A) Data Collection for the eGovernment Benchmark
The aim of this task is to execute the collection of data for 2019 eGovernment Benchmark.
In addition, the data collected should serve the needs for the publication of the Digital Economy and Society Index indicators on eGovernment, and based on the targets' needs of the eGovernment Action Plan.
B) eGovernment Benchmark workshop
The workshop will have a twofold objective:
- Learning: participants will be presented key findings and good practices reported and presented in the latest eGovernment Benchmark report (e.g. “eGovernment Benchmark 2019 report”), and take part in discussions around relevant topics.
- Providing feedback: participants will have the opportunity to share experiences, benefits and suggestions in regards to the benchmark exercise, in order to future improve the approach.
C) eGovernment Benchmark report 2020, country factsheets and method paper
The objective of the task is to produce the “eGovernment Benchmarking report” for 2020, which analyses the state of play of eGovernment provision across EU countries.
The report should also be aligned and use as a reference older versions of the eGovernemnt Benchmark reports that are publicly available and are dating back to 2012 (e.g. 2018 eGovernemnt Benchmark report).
Country factsheets similar to previous years should also be developed. The factsheets will present the state of play of all the EU28+ in a schematic homogeneous way (max 2 pages per country).
A method paper report should also be developed. The method paper should reflect the approach followed for collecting the data. It should be tailored to the specifications requested and executed for the latest Benchmark exercise.
