The European Festival of Journalism and Media Freedom should aim at reinforcing dialogue, cooperation and partnership among journalists, media outlets, civil society organisations and media professionals in the European Union.
This call for proposals has been launched under the 2024 work programme of pilot projects and preparatory actions in the field of communications networks, content and technology.
The available budget is EUR 3 000 000 for three editions of the festival in a two-year project. The maximum co-financing rate is 90% of the total eligible costs. This means that applicants need to co-finance their projects.

What is the overall objective of this call?
The “European Festival of Journalism and Media Freedom” should become a powerful tool to facilitate exchanges between media professionals from across Europe, and an occasion to raise awareness on the valuable but ever more difficult work of journalists and on press freedom violations in the EU. In the changing media landscape, the Festival should dedicate special focus to the role and work of journalists and it should represent a moment to exchange on the conditions under which journalists carry out their daily work, with a focus at both psychological and physical aspects as well as regulatory conditions.
What type of applicants are eligible to apply?
The call for proposals is open to consortia composed of at least 3 entities from a minimum of 3 different eligible countries. Such consortia may include:
- professional organisations and associations (profit making entities)
- non-profit organisation (private or public)
- editors
- publishers
- international organisations
- universities
- educational institutions
- research centres
What are the expected deliverables?
This call for proposals is expected to result in:
- three annual editions of the festival;
- a platform for contributions and exchanges;
- guidelines, key learnings, best practices in the form of reports on the challenges faced by the media sector;
- awareness and dissemination actions.
