Managed Services for the European Open Science Cloud platform

The European Commission has launched the Contract Notice to build, deploy and operate a production-grade enabling infrastructure and services for EOSC (European Open Science Cloud).

It will provide access to a rich portfolio of FAIR (Findable, Accessible, Interoperable, Reusable) data and professional quality interoperable services.

The aim of this procurement is the deployment, operations, maintenance and support of a fully operational, secure, cloud-based EOSC infrastructure and services, to be offered as a managed service package for the duration of 36 months. The procurement call includes the federated EOSC Core platform and the EOSC Exchange, intended to offer high quality professional services and a superior user experience with functionalities available 24/7.

In particular, the procured EOSC infrastructure should:

  • be robust, secure, scalable, flexible and user-centric;
  • constantly be improved and upgraded following user feedback and the state-of-the-art of the underlying core technologies;
  • offer high quality of service management compliant with industrial standards and
  • provide usability and ease of use for a very large number of users.

 

We hereby inform all economic operators that the deadline for submitting Expression of Interest has been extended to 21 February 2023 at 17.00 CET. 

Please note that the requirement for the minimum turnover threshold of the economic operators or joint tenderers in Lot 2 “EOSC Exchange Infrastructure Services” has been reduced to EUR 6.6 million. 

The EOSC Procurement Action is funded in total with EUR 35 million by the Horizon Europe, Research Infrastructures, Work Programme 2021-2022. This Contract Notice worth EUR 32 million implements the Action together with the Preliminary Information Notice (PIN) worth additional EUR 3 million for independent verification and validation of the managed services delivered, which will be procured as a separate procedure.

Who can participate?

This current EOSC public procurement tender is an opportunity for all economic operators, both industry and scientific research community, to offer fully managed services for the development, deployment, integration, and operations of the EOSC Core infrastructure and Exchange platform in production, to be owned by the Commissions and made available to public.

Applicants are invited to submit their expression of interest to participate by 21 February 2023 at 17:00 (CET). All the information about the scope and conditions of this procurement is available in the TED eTendering website.
