Commission publishes study supporting the Review of the Digital Decade Policy Programme

The study on the review of the Digital Decade assessed the Digital Decade’s priorities, targets, indicators and governance framework, providing a basis for the Commission’s forthcoming review.

The study supporting the review of the Digital Decade Policy Programme (DDPP) found that its governance framework remains relevant for fostering cooperation between the EU and Member States, but needs updating to respond to geopolitical, technological and economic challenges.

The study focused on two areas:

Priorities, targets and indicators
Governance and stakeholder engagement

It assessed whether the DDPP’s objectives, targets and governance remain fit for purpose, identified possible adjustments to the monitoring framework, examined investment needs, and considered alignment with the 2028–2034 Multiannual Financial Framework.

Findings showed that current targets do not fully reflect emerging priorities, including cybersecurity, technological sovereignty and resilience. They also suggested that some existing indicators would need updating to reflect technological change and market developments.

The study concluded that, while the DDPP governance has been effective, there is scope to reduce administrative burden, strengthen stakeholder engagement, and enhance the participation of regional and local actors.
