Digital Decade 2025: Declaration on Digital Rights and Principles - Monitoring report 2025

The Commission has committed to regularly monitor the application of digital rights and principles across the EU.

This edition provides an overview of action at both EU and national levels to implement commitments in the Declaration, focusing on initiatives adopted by the end of 2024. Through a positive approach, the report provides examples and best practices from across the EU how to promote and apply digital rights and principles. It aims to further inspire policy activity and outreach on this topic.

The report also looks at Member State activity and impact of their initiatives in a more quantitative way. The EU-27 overview is complemented by country-specific analysis, part of the State of the Digital Decade country reports.

The findings in the report draw on various sources, including:

• An independent study commissioned by the European Commission, which collected additional input from Member States, industry and civil society
• The Digital Economy and Society Index (DESI)
• Various Commission and other reporting mechanisms
• The 2025 Special Eurobarometer Report on the Digital Decade, which gives an insight into people’s perceptions regarding digital rights and principles.

The report takes the form of a Staff Working Document complementing the progress analysis towards the Digital Decade targets and objectives presented in the State of the Digital Decade Report 2025.
