Digital Decade 2025: eGovernment Benchmark 2025

The eGovernment Benchmark has been monitoring the European Union's digitalisation of key public services for more than a decade, regularly updating its methodology to always align with the policy needs of the EU.

The 2025 edition of the eGovernment Benchmark assesses the digital transformation of around 100 key public services related to nine so called “life events”, which are key moments in citizens’ lives that rely on services offered by different public sector bodies: moving, transport, starting a small claims procedure, family, career, studying, health, starting a business and conducting regular business operations. For the first time this year, all the life events included in the Benchmark are measured annually (previously on a biennial schedule), ensuring the most accurate reporting of Digital Decade targets.

Additionally, as part of the methodology improvement, indicators related to the Single Digital Gateway Regulation (SDGR) have been introduced into the Benchmark’s framework. This alignment integrates the monitoring of SDGR’s implementation across the EU directly into the Benchmark, providing a clear and cost-effective approach.
