Study on data and information on the costs and benefits of the Audiovisual Media Service Directive (AVMSD)

The study provides a set of information concerning audiovisual services, data on market revenues and investments as well as legal information concerning the protection of minors.

The purpose of the study, together with the study covering the on-demand audiovisual markets in the EU, is to contribute to the ex post evaluation of the Audiovisual Media Services Directive (AVMSD) and the Impact Assessment accompanying the proposal for a future revision of the AVMSD.

These studies were prepared in the framework of a contract between the European Commission (DG Connect) and the European Audiovisual Observatory.

The study identifies 5141 channels established in the EU in 2013 (windows and local channels not included). 1989 of those channels target foreign countries. There are 2563 on-demand audiovisual services established in the EU in 2014. Video-on-demand services and catch-up television services together represented 73% of the total number of services.

As regards revenues of audiovisual services, the study shows that the global linear television market in the EU represented 83.6 bn EUR in 2013, divided relatively equally between advertising, subscriptions and public funding. The market revenues for VoD services soared from EUR 919 million in 2010 to EUR 2.5 billion in 2014, an of 272% increase and a Compound Annual Growth Rate (CAGR) in the 5 year period of 28%.

The investment in original content by 86 TV groups peaked in 2012 at EUR 15,9 billion before dropping to €15,6 billion in 2013. The investment of VOD and SVOD services in original content was 10,1 million in 2013 i.e. less than 1% of their total revenues.

As regards the protection of minors in audiovisual services, the study illustrates the different cultural sensitivities among Member States regarding harmful content and the great diversity in the classification systems used across the EU. This likely reflects different national traditions and cultural attitudes.
