Study on the implementation of the open internet

The Commission has published the results of the study on the implementation of the Regulation 2015/2120 (Open Internet access Regulation).

The Commission has published the results of the study on the implementation of the Regulation 2015/2120 (Open Internet access Regulation). The study analysed the regulatory decisions and court cases in all EU Member States and Norway to check the Open Internet access practices in each country. The study provides a facts-based overview and analysis regarding the implementation and effectiveness of the Regulation.

The study finds that the Regulation has significantly contributed to a more consistent approach to the establishment, implementation and enforcement of the open internet access rules. Additionally, the study presents specific recommendations that relate to clarifying some issues and increasing transparency. The findings of the study, along with other forms of stakeholder contacts like a workshop, fed into the Commission's report on Open Internet access.

The provisions on open internet access in Regulation 2015/2120 aim to protect end-users and guarantee the continued functioning of the internet ecosystem as an engine for innovation.
