Technological Developments and Roaming: SMART 2018/0012

Today the Commission publishes an external study assessing technological and other market developments which could impact competition in wholesale and/or retail roaming markets over the medium term. The results will be one of the various inputs taken into consideration by the Commission in preparation of the review of the maximum wholesale roaming charges.

The study was commissioned to contribute insights to the review of the functioning of the current EU roaming rules, which is to be completed by the Commission by the end of 2019. The study seeks to shed light on the potential impact that technological and business developments might have on the roaming market in the future and the adaptation that such developments might require in the EU roaming regulation.

The study does not prejudice any future policy decision taken by the Commission on the Roam-Like-At-Home rules, which will be based on a range of inputs. These inputs include public consultations, additional information collected from stakeholders, an external study analysing the efficient costs of providing wholesale roaming services in the EU and an expert opinion from the Body of European Regulators of Electronic Communications (BEREC).
