This workshop explored emerging trends and strategic uncertainties for decentralised data and service architectures in the context of Web 4.0.

Workshop overview

On 16 July 2025, stakeholders from public authorities, industry, academia, civil society, and the technical community joined the online workshop "Decentralised data and service architectures for Web 4.0". The session was co-organised by PPMI (part of the Verian Group) and TNO, as part of the European Commission’s pilot project "A Space for the Metaverse – Virtual World and the Transition to Web 4.0".

Participants connected from a total of 16 countries, including the United Kingdom, Egypt, Austria, and Uganda.

Key takeaways and resources

Discussions focused on identifying technological drivers and barriers of decentralised data and service architectures and on validating future scenarios and recommendations. The session included futures-based breakout exercises structured around Web 4.0 and virtual worlds.

More about the study

The workshop is part of a broader pilot project, ‘A Space for the Metaverse – Virtual World and the Transition to Web 4.0,’ under Action 9 of the European Commission’s strategy on Web 4.0 and virtual worlds. This initiative, carried out by PPMI (part of the Verian group) and TNO for DG CNECT, aims to assess key developments in internet technologies and foster a global governance dialogue.
