
Workshop Overview
On 24 October 2024, stakeholders convened to discuss the technological challenges and solutions shaping Web 4.0 and virtual worlds. This session, co-organised by PPMI (part of Verian Group) and TNO, was part of the pilot project, ‘A Space for the Metaverse – Virtual World and the Transition to Web 4.0.’ Discussions focused on the evolving internet architecture, identifying both innovations and areas requiring collaborative efforts.
The workshop convened participants from diverse sectors and backgrounds worldwide including public sector, academia, technical community, private sector, civil society and other backgrounds. Workshop participants connected from a total of 19 countries, including Japan, Brazil, Croatia, and Egypt.
During the workshop, participants engaged in discussions addressing the technological obstacles and innovative solutions impacting the future of Web 4.0 and virtual worlds. The workshop also highlighted important insights for tackling these challenges.

The workshop is part of a broader pilot project, ‘Space for the Metaverse – Virtual World and the Transition to Web 4.0,’ under the European Commission’s strategy on Web 4.0 and virtual worlds. This initiative, carried out by PPMI (part of Verian Group) and TNO for DG CNECT, aims to assess key developments in internet technologies and foster a global governance dialogue. The insights gathered will contribute to the High-Level Global Multistakeholder Conference on Web 4.0 and Virtual Worlds, co-organised by the European Commission and the 2025 Polish Presidency of the Council of the EU.
