
Workshop Overview
Conducted on 26 November 2024 by PPMI (part of Verian Group) and TNO, this action-oriented workshop served as a space to discuss governance principles and solutions for Web 4.0 and virtual worlds. The workshop built on insights from our previous sessions, exploring governance principles and technology challenges for virtual worlds and Web 4.0. Participants engaged in collaborative discussions to validate earlier findings and identify actionable next steps and recommendations for governance frameworks that align with emerging digital environments.
As part of the European Commission’s study, ‘A Space for the Metaverse – Virtual World and the Transition to Web 4.0,’ the event brought together a diverse group of stakeholders, including academia, policymakers, industry professionals, technical community, public sector and civil society representatives. Participants joined from across the globe, representing over 25 countries, including Germany, Bangladesh, USA, Moldova, Egypt, and Italy.
The objective of the workshop was to explore governance principles and action-oriented solutions for virtual worlds and Web 4.0. Key discussions focused on validating earlier findings and identifying actionable next steps and recommendations.

The workshop is part of a broader pilot project, ‘A Space for the Metaverse – Virtual World and the Transition to Web 4.0,’ under the European Commission’s strategy on Web 4.0 and virtual worlds. This initiative, carried out by PPMI and TNO for DG CNECT, aims to assess key developments in internet technologies and foster a global governance dialogue. The insights gathered will contribute to the High-Level Global Multistakeholder Conference on Web 4.0 and Virtual Worlds, co-organised by the European Commission and the 2025 Polish Presidency of the Council of the EU.
