
Under Article 89(2) of the AI Act, downstream providers of an AI system built on a general-purpose AI (GPAI) model, may lodge a complaint with the European Commission. Specifically, if as a downstream provider, you consider that a provider of a GPAI model has infringed Articles 53 to 55 of the AI Act.
This concerns obligations for providers of all GPAI models in relation to:
- technical documentation
- provision of certain information to downstream providers
- copyright policy
- publish of a summary of data used to train the model
- report serious incidents and ensure an adequate level of cybersecurity
- conduct evaluations, assess and mitigate systems risks (for the providers of the most advanced GPAI models with systemic risks)
This compliant channel is limited only to infringements of the rules for GPAI models by the providers that have placed such models on the EU market. Complaints concerning infringement of the AI Act by providers or deployers of AI systems falling within the AI Office’s exclusive competence should be addressed through the relevant Complaint AI tool.

How to submit a complaint?
Fill in the complaint form below completing all fields marked as mandatory.
A complaint should include explanation of why you qualify as a downstream provider, be duly reasoned and include sufficient information to allow the Commission to assess the alleged infringement, including where possible supporting documents or other evidence are encouraged to be made available to substantiate the complaint.
Complaints may be submitted in any of the EU’s official languages and may be supported by relevant documents.
The complaint form duly filled in and signed should be sent to EU-AIOFFICE-DOWNSTREAM-PROVIDER-COMPLAINTS@ec.europa.eu.
This is not an anonymous reporting channel. Complainants must provide identification and contact details to allow the complaint to be properly assessed and handled. The AI Act Whistleblower Tool offers an anonymous channel, for eligible individuals professionally connected to providers or deployers, to report potential violations that could endanger fundamental rights, health, or public trust.
What happens after the complaint is submitted?
After submission, a reference number will be generated. Complainants should keep this reference number and use it in any further communications with the AI Office concerning the complaint.
The Commission will examine the information received and all complaints will be dealt in a confidential manner. If the AI Office find that your complaint falls outside its remit or is ineligible, it will inform you accordingly.
