Lithuania is one of the world leaders in suicide rates, alcoholism and depression. According to the latest data, 381 people per 100,000 population suffer from depression in Lithuania. The scale of depression is increasing not only in Lithuania but also worldwide, with over 300 million sufferers worldwide.
Lack of awareness and attention to human emotions can have negative consequences for the development of both the individual and society as a whole. Negative emotions experienced can determine the development of various physical and psychological illnesses and disabilities. Therefore, it is necessary to change this situation, to observe a person's emotional state, to notice and be able to recognize the emotions experienced in time, to follow the development of their emergence and development.
To help address this problem, the Trakai District Municipal Pedagogical-Psychological Service, in partnership with the Science, Innovation and Technology Agency (MITA), is announcing a pre-commercial procurement to develop a technology system (Sensory Measurement) to measure, collect, and display data .
“The technology system (Jausmomatis) created by our service will follow long-term trends in emotions. With the help of the device it will be possible to recognize, observe and analyze a person's emotional state. It is hoped that this will help to prevent the formation of health and social problems, and will increase the individual's work capacity and creativity. It will also contribute to important social issues such as suicide, alcoholism, depression, violence prevention and labor productivity, creativity and migration reduction, ”said Ieva Jakonienė, lecturer at Trakai District Municipal Pedagogical Psychological Service. e. p. director.
An innovative, compact device that has no analogues in Lithuania or abroad will be created. The aim is to ensure the widest possible use of the device, both at home and in medical, nursing, business or educational settings. In this way, it is expected to generate significant added value for all user groups: children; young adults, adults. The added value of the device is related to solving and preventing health, social and economic problems.
“At the time of purchase, it is possible for the contracting authority to act not only as buyers but also as investors. In pre-commercial procurement, the authority raises a problem and the market (business and science) looks for a solution to that problem. Intellectual property remains with the market participant, allowing the latter to commercialize the product, ”says Sigutė Stankevičiūtė, MITA's pre-commercial procurement expert.
The pre-commercial procurement procedure consists of three steps: design and validation of an innovative device concept, development of a prototype of an innovative product, development of a pilot batch of an innovative device. The total duration of these phases is 26 months. The pre-commercial purchase budget is $ 665,000. Eur with all mandatory taxes.
