The Spanish Government of Castilla y León Region has launched its first pre-commercial procurement in the sector of cybersecurity. The Institute for Business Competitiveness (ICE, in its acronym in Spanish) has published the first tender, to which 535.591 EUR has been allocated, with the collaboration of the National Institute of Cybersecurity (INCIBE) as a strategic partner. The initiative is the result of the work between both entities and its main objective is to develop innovative solutions for the sector in Castilla y León.
The deadline for submitting bids is May 14, 2021. The execution period of the project is established in 13 months, with two competitive and eliminatory phases, of 7 and 6 months respectively. This procedure will allow several innovative solutions to be developed simultaneously and to maximize the probability of success: maximum 4 companies in the 7 momths solution design phase and maximum 2 companies in the 6 months prototyping phase.
The pre-commercial procurement was prepared via a a preliminary market consultation during which 4 potentially interesting topics for the procurement were investigated. The actual pre-commercial procurement decided to focus only on topic nr 2: the identification and elimination of illegal hidden web activities that are not indexed by publicly available sources to improve the monitoring and prosecution of illegal activities.
