CEF Telecom: Over €16 million EU investment to expand trans-European digital services

Twenty-seven projects in the areas of Automated Translation, eIdentification & eSignature, eDelivery, eInvoicing and Europeana have been selected to receive co-funding by the European Union. The funding comes from the Connecting Europe Facility (CEF) programme in the telecommunications sector. The successful projects include participation of entities from 26 EU Member States plus Norway and Iceland (EEA countries).

CEF Telecom funding supports projects of common interest that contribute to increasing the interoperability, connectivity and deployment of trans-European digital infrastructures across the EU, improving the daily life of citizens, businesses and public administrations, and thereby contributing to the development of a Digital Single Market. CEF Telecom has an overall budget of €1.04 billion (2014-2020).

What projects will be funded under CEF Telecom call 2019-1?

  • Automated Translation: €4.3 million will be granted to six proposals with applicants from 21 EU Member States plus Iceland, to provide solutions to make European digital services multilingual;
     
  • eIdentification and eSignature: the six selected proposals, that will receive €2.9 million in funding and including applicants from 13 EU Member States, will address the cross-border authentication of eIDs and the uptake and use of electronic signatures;
     
  • eDelivery: five proposals to be granted €1.1 million, including applicants from eight EU Member States plus Norway, have been selected to enable public administrations and businesses to exchange electronic data and documents with other public administrations, businesses and citizens, in a secure, reliable and trusted way;
     
  • eInvoicing: eight proposals awarded €5.9 million funding, cover 16 EU Member States and will support the implementation of the European Standard on eInvoicing (EN), allowing electronic invoices to flow seamlessly across the EU;
     
  • Europeana: two proposals aiming at increasing awareness and usage of the European cultural heritage platform have been selected. Applicants are from nine EU Member States and the total funding granted is €1.9 million;

Next steps for the CEF Telecom call 2019-1

The Innovation and Networks Executive Agency (INEA) will now begin the preparation of the individual grant agreements with the successful beneficiaries. INEA manages the calls for proposals and follows up the technical and financial implementation of the projects with the beneficiaries, providing technical expertise and high quality programme implementation. About Digital Service Infrastructures (DSIs)

CEF Telecom funding supports projects of common interest for the deployment of Digital Service Infrastructures (DSIs) across the EU. These are based on mature technical and organisational solutions to support exchanges and collaboration between citizens, businesses and public authorities. The objective is to create European networks of digital services that will make the Digital Single Market work in practice.

The CEF programme supports basic and re-usable digital services, known as building blocks, as well as more complex digital services. The building blocks can be combined with each other and integrated with more complex services.

CEF Telecom has already had a significant impact in multiple policy areas, such as supporting the transition towards standardised and interoperable eHealth solutions; preparing the European Data Infrastructure for High Performance Computing through the Public Open Data DSI; reinforcing the operational capacities in the Member States and implementing the European cybersecurity strategy through the Cybersecurity DSI; or modernising the public administrations through eID, eSignature, eDelivery or eProcurement DSIs.
