Commission welcomes the Council’s adoption on integrating Moldova into the EU Roaming area

The Commission welcomes the adoption by the Council of the Commission’s proposal to integrate Moldova into the Roam Like at Home area as of 1 January 2026.

Similarly to Ukraine, the rules that are applicable in the EU will also be applicable in Moldova. This will allow Moldovan citizens to make calls, send text messages and use mobile data with Moldovan numbers while travelling in any of the 27 EU Member States without incurring roaming fees. Equally, it extends the same benefits to end users from the EU who may be in Moldova.

This adoption is a concrete deliverable from the historic first EU-Moldova Summit in Chișinău.

Thanks to commitment of operators from both the EU and Moldova, until the end of this year the EU-Moldovan voluntary roaming agreement remains in place. This allows EU and Moldovan citizens to already benefit from affordable roaming calls and data services. The last and final step is a joint decision to be taken by the EU-Moldovan Association Council.
