The new rules modernise the European regulatory framework for electronic communications, enhancing consumers' choices and rights and incentivising operators to invest in very high capacity networks and rollout fibre and 5G. Member States should have transposed the rules into national laws by 21 December 2020. In February 2021, the Commission sent letters to 24 Member States for not having notified full transposition. The Commission is now taking the second step in the infringement procedure by sending a reasoned opinion to 18 Member States that have still not notified full transposition. The Member States have two months to reply to the Commission, or the Commission may refer the case to the Court of Justice of the European Union.
