EU rules for intra-EU calls effectively protect citizens from excessive prices

Both the Commission’s assessment report and the results of a Eurobarometer survey on the impact of the rules ensuring affordable intra-EU communications show that EU rules have proven effective: since 2019, Europeans enjoy lower retail prices for calls originating in one Member State and terminating in other Member States.

The measures, which have been in force since May 2019, help citizens in the EU to stay more easily in touch with their family and friends who are abroad in the EU, contributing to the achievement of an effective European single market.  According to the survey, consumers benefit on average from prices lowered by more than 60%. Additionally, 27% of EU consumers communicate with people in other EU countries at least several times a month using calls, text messages or the internet, and for whom the rules would still serve as protection against excessive prices

The Commission assessed the impact of the measures on Intra-EU calls on the basis of ongoing monitoring of the implementation of the rules and on exchanges with stakeholders, as well as considering BEREC’s Opinion on intra-EU communications regulation. The Commission will continue collecting information to analyse the use and evolution of the measures.

Further assessment will follow the analysis of the results of the exploratory consultation on the "Future of the electronic communications sector and its infrastructure”, which is open until 19 May 2023. The overall assessment will contribute to deciding on the next steps.
