The AI Act Complaint Tool allows individuals and organisations to submit complaints to the AI Office concerning alleged infringements of the AI Act by providers or deployers of AI systems.
The AI Act was developed to support the development of innovative, trustworthy AI across the EU by providing a common set of risk-based rules for providers and deployers of AI systems.
The AI Act complaints tool provides a mechanism through which both natural and legal persons can support and strengthen the rule of law.
All complaints must fall within the scope of Article 85 of the AI Act and concern AI systems, under the exclusive competence of the AI Office. This means you should not use this form for complaints:
- on infringements falling outside the scope of the AI Act
- about infringements of other EU laws
- about infringements of national laws
- about infringements of Article 53 to 55 of the AI Act
- falling under Article 89(2) of the AI Act. The complaints channel for downstream providers using general-purpose AI models allows providers of an AI system containing an integrated GPAI model from another provider to submit a complaint related to Articles 53 to 55 of the AI Act.
How do I submit a complaint?
Fill in the form completing all fields marked with an asterisk (*). Submissions must indicate the country in which the incident occurred and a detailed description of the alleged infringement. Any additional information you can provide is highly encouraged.
Complaints may be submitted in any of the EU’s official languages and may be supported by relevant documents.
This is not an anonymous reporting channel. Complainants must provide identification and contact details to allow the complaint to be properly assessed and handled. The AI Act Whistleblower Tool offers an anonymous channel – for eligible individuals professionally connected to AI providers or deployers – to report potential violations that could endanger fundamental rights, health, or public trust.
What happens after I submit a complaint?
After submission, a reference number will be generated. Complainants should keep this reference number and use it in any further communications with the AI Office concerning the complaint.
The AI Office treats complaints confidentially and will inform you if your complaint falls outside its remit. With your prior consent – and if appropriate – the Office may refer the complaint to the relevant national market surveillance authority or to an authority responsible for the supervision or enforcement of EU law obligations related to the protection of fundamental rights.
