Guidance on cost of capital for EU electronic communications regulators - Synopsis report of targeted consultation

The European Commission ran a consultation on the cost of capital for EU electronic communications regulators from 11 July to 3 October 2018. The objective of the consultation was to collect additional evidence and views from interested parties to inform the Commission's future guidance on the calculation of the Weighted Average Cost of Capital (WACC) for EU electronic communications regulators, expected in early 2019. This report provides an overview of the replies to the consultation.

EU Commission asks Slovak regulator to change fixed termination rates

The European Commission has issued a recommendation asking the Slovak telecoms regulator RÚ to amend or withdraw its proposal to set the maximum price for wholesale voice call termination services offered by fixed line operators in the Slovak Republic. The Commission considers that RÚ did not correctly determine the weighted average cost of capital (WACC). The WACC is a parameter used for setting the cost-oriented access prices and its miscalculation may lead to higher prices for end users.

The Commission requests Slovenian Regulator to review its proposal on wholesale high-quality broadband access market

The European Commission has issued a recommendation asking the Slovenian regulator AKOS to amend or withdraw its proposal on the wholesale high-quality broadband access market. The Commission considers that AKOS did not correctly determine the weighted average cost of capital. This is a parameter used for setting the cost-oriented access prices and its miscalculation may lead to higher prices for accessing Telekom Slovenije's wholesale high-quality broadband network.

Framework Service Contract for Translation Services

The European Commission has launched an open tender for a framework service contract for the provision of translation services of notifications and other texts under Framework Directive 2002/21/EC (as amended by Directive 2009/140/EC) and under relevant articles of the forthcoming European Electronic Communications Code (reference: SMART 2018/1014).
