Commission blocks Swedish regulation of fibre networks, requesting detailed analysis of geographic markets

Following a two-month in-depth investigation, the European Commission issued a veto decision today, blocking Swedish regulator, PTS, from adopting its market review decision. With this decision, the Commission objects to PTS’s finding of a national market for wholesale local access to fibre networks, concluded by PTS despite very significant variations in competitive conditions across Sweden.

Contract summary for consumers of electronic communication services in the EU

The European Commission has today adopted an implementing regulation establishing a template for the contract summary that electronic communications services operators should provide to consumers in the EU. The providers of these services, such as telephony, messaging or internet, will need to give to the consumers a summary of the contract before the conclusion of a contract. The summary will include the main conditions of the contract, such as information on price, services and internet speed. The summary will be required as of 21 December 2020.

The European Commission launched on 26 July 2019 a public consultation on voice call termination rates in the EU. The consultation will run for a 12-week period, from 26 July until 8 November, under the Commission’s Better Regulation principles. The inputs received will feed into the implementation of the European Commission’s policy on the Eurorates (establishing a single maximum EU-wide mobile voice termination rate and a single maximum EU-wide fixed voice termination rate).

Finalisation of the mobile cost model for roaming and the delegated act on a single EU-wide mobile voice call termination: SMART 2017/0091

Today the Commission has published an external study assessing the cost of providing two types of mobile wholesale services in the EU: roaming services and voice call termination rates. The findings will act as one of the various inputs taken into consideration by the Commission in preparation of the review of the maximum wholesale roaming charges and the future delegated act on the so-called Eurorates, respectively.
