The European Commission has adopted two communications – an Action Plan to address infringements of intellectual property rights in the EU and a Strategy for the protection and enforcement of intellectual property rights (IPR) in third countries.

The European Commission has adopted a revised General Block Exemption Regulation (GBER) for state aid. The Regulation is part of the State Aid Modernisation (SAM) (see IP/12/458), setting an ambitious reform program of state aid control fostering sustainable, smart and inclusive growth. One of the components of SAM is the increased flexibility given to Member States to grant state aid without prior notification and approval by the Commission, provided that certain conditions are met.

European films represent nearly two thirds of releases in the EU but account for only one third of ticket sales. While the number of films produced in Europe increased from around 1100 in 2008 to 1300 in 2012, most European films are shown only in the country where they were made and are rarely distributed across borders. A new EU strategy on 'European film in the digital era', launched by the European Commission today, seeks to address this challenge by highlighting the need to make the most of new methods of distribution to enhance cultural diversity and competitiveness.

The Commission financed a Study on a digital agenda for film heritage institutions. It was published in 2012. The conclusions and recommendations of this study are an important input for a new instrument on film in the digital era, currently in preparation.
