Study on Implementation of the Web Accessibility Directive – monitoring, reporting and evaluation

The Commission has published the results of the Study on Implementation of the Web Accessibility Directive – monitoring, reporting and evaluation. The recommendations and the key benchmark indicators identified will provide a solid basis for the new study to be launched by the end of 2020 in relation with the obligatory review of the Web Accessibility Directive.

The Web Accessibility Directive (EU) 2016/2102, entered into force in December 2016, aims to make websites and mobile applications of public sector bodies more accessible for persons with disabilities, and to boost the development of related services by harmonising the Internal Market. The Commission Implementing Decision (EU) 2018/1524 establishes a methodology for monitoring the conformity of websites and mobile applications of public sector bodies with the accessibility requirements and the arrangements for Member States to report to the Commission on the outcomes of such monitoring.

The study (Reference: SMART 2017/0068), which has been conducted by an independent consultant, supports the Commission in developing:

  • a harmonised methodology for monitoring compliance of public sector bodies with the accessibility requirements set forth in the Directive
  • arrangements for reporting the monitoring outcomes to the European Commission
  • a set of baseline benchmark indicators to measure the effects of the implementation of the Web Accessibility Directive, in light of the future review.

The measurement framework provides indicators for measuring:

  • the accessibility of public sector bodies’ websites and mobile applications,
  • the impact of Web Accessibility Directive on the availability of public online content
  • the effects of the Directive on the Web Accessibility market.

The recommendations provided in the study are based on best practices identified from desk research, as well as on interviews and interactive workshops with Member States and other stakeholders (including i.e. MS representatives, industry experts, end-users and civil society).
