Connecting Europe Facility (CEF) Telecom: Work Programme 2018 adopted

New Digital Service Infrastructures (Mobile payments and eArchiving), wireless internet connectivity in local communities and technical assistance for broadband are some of the priorities outlined in the Work Programme.

The Connecting Europe Facility (CEF) Work Programme 2018 on the telecommunications sector was adopted.

The digital service infrastructures (DSIs) identified in the CEF Telecom Guidelines as Projects of Common Interest will receive funding in 2018. In addition, new activities will be started such as the eArchiving, the Mobile Payment System DSI, the Context Broker, the cloud-based test infrastructure and the Support Centre for data-sharing Building Blocks.

This Work Programme 2018 maintains the support to the well-established DSIs Europeana and Safer Internet, and continues to support the building blocks and the other DSIs financed by previous Work Programmes. Specifically, it earmarks funding for the core service platforms and/or the generic services for:

  • eIdentification;
  • eSignature;
  • eHealth;
  • eDelivery;
  • eInvocing;
  • the Open Data Portal;
  • Automated Translation;
  • Cybersecurity;
  • eProcurement;
  • the Business Registers Interconnection System (BRIS);
  • the Electronic Exchange of Social Security Information (EESSI);
  • the Online Dispute Resolution (ODR);
  • the European eJustice Portal.

Additionally it will support the wireless internet connectivity in local communities, through the WiFI4EU initiative - in continuity to the actions started in 2017. 

To facilitate the efficient flow of private and public investments into broadband projects and to prepare projects for potential financial assistance under CEF, this Work Programme will support technical assistance facility for broadband.

Background

The Work Programme 2018 (WP 2018) for CEF Telecommunications outlines the general objectives and the priorities for actions to be launched in 2018 and explains how these can be concretely achieved through the selected digital infrastructure and connectivity projects. It defines the scope of the programme as well as the envisaged level of funding which will take the form of procurement, calls for proposals, vouchers and other supporting actions.

The overall aim is to facilitate cross-border interaction between public administrations, businesses and citizens, to stimulate the deployment and modernisation of high-speed internet networks and to provide wireless internet connectivity in local communities thereby contributing to the development of the Digital Single Market and economic growth. 

DSIs (Digital Service Infrastructures) are composed of ‘core service platforms’ – central hubs which enable trans-European connectivity – and ‘generic services’ which link national infrastructures to the core service platforms.
