A cobertura NGA de Portugal está ligeiramente abaixo da média da UE, embora a cobertura FTTP seja mais do dobro (77% dos agregados familiares) da média da UE. A Agenda Portugal Digital foi atualizada em 2021. Visa o desenvolvimento de uma infraestrutura digital que permita aos cidadãos tirar partido das novas oportunidades oferecidas pelas tecnologias, mas não fixa mais objetivos concretos relacionados com a infraestrutura de banda larga.
Estratégia e política da banda larga nacional
Autoridades Responsáveis
- O Ministério das Infraestruturas e Habitação e o Ministério da Economia e Transição Digitalsão responsáveis para definir a política de banda larga e a estrutura política da estratégia nacional para a banda larga.
- A Autoridade Reguladora Nacional para as Comunicações Eletrónicas - ANACOM (Autoridade Nacional de Communicações) tem várias responsabilidades no campo da banda larga. Os seus objetivos principais são a promoção da competição, a transparência e desenvolvimento adicional das redes de comunicações e dos mercados.
Principais objetivos para o desenvolvimento da banda larga
A Agenda Portugal Digital - Plano de Ação de Portugal para a Transição Digital foi atualizada em 2021. Visa o desenvolvimento de uma infraestrutura digital que permita aos cidadãos tirar partido das novas oportunidades oferecidas pelas tecnologias, mas não fixa objetivos mais concretos relacionados com a infraestrutura de banda larga . O plano compreende três pilares principais de ação e uma dimensão catalisadora:
- Pilar I - Capacitação e inclusão digital,
- Pilar II - Transformação digital das empresas,
- Pilar III - Digitalização dos serviços públicos.
Conectividade e infraestrutura são citadas como um dos catalisadores.
ANACOM cria condições para o desenvolvimento consistente e competitivo do 5G e atualizou o calendário de leilões em julho de 2020. O leilão multibanda foi adiado para 2021. O Portal 5G disponibiliza informações ao público.
Principais medidas para o desenvolvimento da banda larga
Mapeamento da banda larga: Portugal possui uma iniciativa de mapeamento das infraestruturas de banda larga, o Sistema de Informação Centralizado (SIC), criada pela ANACOM. A ferramenta de mapeamento das infraestruturas contém dados sobre as infraestruturas existentes adequadas para realizar comunicações eletrónicas e dados sobre as infraestruturas planejadas. O principal objetivo do SIC é evitar a duplicação ineficiente e as inconveniências para os cidadãos e negócios resultantes do trabalho subterrâneo constante e extensivo.
Instrumentos financeiros de banda larga nacionais e regionais
- Auxílios Estatais: O financiamento público em larga escala para a implantação de banda larga terminou há vários anos. Portugal confia em uma abordagem voltada para o mercado desde então.

This one-hour online workshop is dedicated to WiFi Installation Companies involved in the WiFi4EU initiative. Its objective is to answer their questions in order to help overcome hurdles and accelerate network deployment. This workshop is an important opportunity in view of the approaching deadline, which risks the loss of municipalities’ € 15,000 WiFi4EU vouchers.
Mountain regions have much to gain from digitalisation and broadband connectivity. There is great potential for Smart Villages, SMEs, and access to online services in healthcare, education and much more. Mountain communities, however, face greater obstacles than most in becoming full participants in the European Union’s Digital Decade. Their remoteness, in terms of distance and topography, combined with smaller populations, make them technically and financially challenging to reach with broadband infrastructure.
In rural Latvia, an EU-funded start-up is using digital connectivity to promote healthy bee colonies and modern hive management. Thanks to €15,000 in LEADER funding covering two thirds of the total budget, Jānis Kronbergs developed the BeeKing app, which aims to help beekeepers – and especially newcomers – to learn from others, implement best practices and become more efficient. In this video, he explains the tool as well as its motivation, saying that “bees are very important for our nature, for pollination and biodiversity” and digital technologies can help beekeepers stay competitive.
