Mapping of Broadband and Infrastructure Study - SMART 2012/0022

The results of the study on the mapping of broadband and infrastructures will help public authorities in Europe to adopt similar criteria to ensure the credibility and reliability of the mapping thereby helping to speed up the process of planning public interventions with EU funds.

Mapping is a key element of planning public Next Generation Networks (NGN) and provides the basis for EU state aid assessment of these projects. Poor mapping results often give rise to disputes about the suitability of public NGN interventions sometime leading to displacement of private investment or resulting in the poor financial viability of both public and private investment.

The results of the study (SMART 2012/0022) on the mapping of broadband and infrastructures will help public authorities in Europe to adopt similar criteria to ensure the credibility and reliability of the mapping thereby helping to speed up the process of planning public interventions with EU funds. The study reviewed mapping initiatives in Europe and around the world and developed a methodology on four types of mapping:
  1. infrastructure mapping;
  2. service mapping;
  3. demand mapping;
  4. investment and funding mapping.

The aim of the methodology is to assist EU public authorities using public funds (EU and national/regional) to set up sophisticated, accurate and reliable broadband mapping systems. The methodology will also constitute the basis of a test in a new study to be launched in February 2015.
