The study Copyright in distance education and research is a pilot project proposed by the European Parliament and launched in accordance with the Commission Decision C(2022)1052.
The study methodology included 120 structured interviews, a broad EU-wide survey targeting stakeholders in 15 Member States, in-depth case studies and workshops.
Based on this broad consultation, the study analyses the challenges faced by public interest institutions in accessing and using copyright-protected works for education and research purposes, including difficulties in clearing rights, navigating copyright exceptions and licensing terms. It identifies best practices and suggests possible avenues for improvements.
The study highlights the need for greater awareness of copyright rules among public interest institutions, which is being addressed through an ongoing awareness campaign.
