The technological solutions to be tested should enable citizens to assess precisely, efficiently and in a timely manner their food intake and provide optimal recommendations to improve their health and well-being. The solution should benefit a wide range of the EU population, from healthy citizens to citizens suffering from food disorders, obesity or allergies. The Horizon 2020 Inducement Prize will be awarded to the most significant development towards a portable prototype that, alone or in combination with other devices (e.g. smartphones), will enable the European citizens to detect nutrition facts and allergens in several types of food using a non-invasive and non-destructive approach, allowing them to make more informed choices.
Following the evaluation of Phase 1 which took place in April 2016, the highest ranked entries (maximum 6) to have passed the thresholds will be invited for a demonstration which may include a hearing (Phase 2 of the contest). Contestants will have to demonstrate their solutions in front of an expert panel against food samples provided by the Commission. The solutions will be presented and tested in order to demonstrate their quality, credibility and impact.
An external contractor will be contracted to organize the testing of the submitted entries.
The main tasks and minimum requirements of the contractor will include:
- Draft the testing protocol according to the Rules of Contest for the Food Scanner prize
- Prepare the food samples following the mandatory and cumulative requirements of the specific award criteria of the contest
- Organise and run the demonstration for up to 3 Food Scanner solutions in Brussels
- Provide catering during the demonstration for up to 25 people
- Organise the logistics for the contestants (including travels and accommodation)
- Invite up to 12 participants
- Manage travel (within Europe) and accommodation arrangements for up to 12 participants
- Finance travel (within Europe) and accommodation expenses for up to 12 participants
- Print and distribute relevant material for participants
- Draft an assessment report in English with the results of the demonstration
An expert panel will be separately contracted by the Commission.
The solutions demonstration will tentatively take place in the second half of November 2016.

Interested economic operators can express their interest to participate in the call for tender until 18 August 2016 in writing via email.
No evaluation is performed at this stage. All the economic operators who have expressed their interest to participate in this procurement procedure within the above-mentioned deadline will be subsequently invited to submit a tender. The contracting authority reserves the right to also invite economic operators not included in the list of interested economic operators who responded to this ex-ante advertisement.
An economic operator may consider submitting a tender as a single entity or in collaboration with other service providers: either by submitting a joint tender with (a) partner(s) (assuming joint and several liability towards the contracting authority for the performance of the contract) and/or through subcontracting. In case of a joint tender with (a) partner(s), all partners must be identified in the expression of interest and cannot be modified at a further stage of the procurement procedure.
Only the candidates invited by the contracting authority to participate in this procurement procedure will be admissible.
Processing your reply to the ex-ante advertisement will involve the recording and processing of personal data (such as your name and address). Such data will be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data.
