DSA Elections Toolkit for Digital Services Coordinators

As announced in the European Democracy Shield, the Commission, in close cooperation with the Digital Services Coordinators (DSCs), updated the DSA Elections Toolkit for DSCs (download it below), taking into account the experience national authorities gained since its first publicationin February 2025.

The DSA Elections Toolkit for DSCs was developed as a practical instrument for DSCs that complements the DSA Election Guidelines.The Toolkit draws on emerging practices tested by DSCs across different Member States to help tailor and improve mitigation measures implemented by VLOPs and VLOSEs when addressing systemic electoral risks, such as coordinated inauthentic behavior, disinformation, online harassment, and AI-driven manipulation.

Since the Toolkit was first published, Digital Services Coordinators regularly used it when organising pre-election roundtables, gathering information on VLOPs’ and VLOSEs’ election integrity measures, and facilitating the cooperation with VLOPs and VLOSEs.

The changes in the Toolkit respond to the needs of DSCs and reflect the lessons learnt from recent elections. The updated Toolkit provides DSCs with practical measures building their capacity to strengthen election integrity by better assessing election-related risks, streamlining pre-election preparations or facilitating faster response to incidents.
