Summary results of the questionnaire on the National Broadband Plans and reaching the 2020 and 2025 broadband targets

Almost all Member States responded to the questionnaire. Results will help the Commission Services in planning next Multiannual financial framework, in particular broadband deployment support from Connecting Europe Facility (CEF2). The majority of the Member States claim that the definition of the broadband targets in the National Broadband Plans (NBPs) helped them to reach the targets or get closer to reaching them. 18 Member States are planning an update of their NBPs in the next years.

Summary results of the questionnaire on the National Broadband Plans and reaching the 2020 and 2025 broadband targets

NBPs in some Member States have additional or higher targets than set in the Digital Agenda for Europe 2020, e.g. higher speeds, higher penetration rates or reaching targets before 2020.

The Member States monitor implementation of their NBPs mainly through monitoring systems & reports of their National Regulatory Authorities’ (NRA), external and internal evaluations, analysis of implementation measures, monitoring of financial investments, the Digital Economy and Society Index (DESI) and national statistics as well as online broadband mapping tools.

11 Member States updated or approved their National Broadband Plans in 2018 or 2019 (Austria, Cyprus, Denmark, Estonia, Finland, France, Germany, Ireland, Netherlands, Slovenia, Spain). 11 Member States make a reference to the 2025 Gigabit society targets in the context of their NBPs (Austria, Cyprus, Finland, France, Germany, Lithuania, Luxembourg, Netherlands, Slovenia, Spain, Sweden).

11 Member States already mention 5G coverage for urban areas and main terrestrial transport routes in their NBPs. 11 Member States support the sub-target "Gigabit connectivity for schools, transport hubs, public services providers and digital intensive enterprises" in NBPs. 11 Member States support the sub-target "At least 100 Mbps upgradable to 1 Gbps coverage for all citizens".

18 Member States are planning an update of their NBPs in the next years. The updates are to include references to the 2025 Gigabit society targets, if not yet covered by the NBP.
