Study on Domain Name System (DNS) abuse

The purpose of this call for tenders is to launch a 7 months Study analysing the scope, impact and magnitude of DNS abuse. On the basis of data and evidence collection, interviews and workshops with relevant experts and stakeholders, the Study will also provide input for possible policy measures in the field of DNS abuse.

This publication is made pursuant to Point 3.1 of Annex 1 to Financial Regulation 2018 that provides for an ex-ante publication on the Institutions' websites of contracts with a value up to 138.999,99 EUR.

The European Commission will launch soon a call for tenders for a service contract of a maximum value of EUR 100 000.

The Study will focus on the European market and regulatory framework but, given the global nature of the phenomenon, it will also assess the broader DNS market and governance framework. The analysis will focus on DNS abuse both in relation to cybersecurity threats and to the distribution of harmful or illegal content. It will provide a comprehensive overview of the existing policies, applicable laws and relevant industry practices in the field.

The Study aims at providing recommendations on how to address different categories of DNS abuses, in order to guide possible future policy development in the field. To this end, the Study will assess the role of all the actors involved, including at international level.
