This study was launched end of April 2014 and completed in September 2015. It has built an evidence base to quantify the impacts of Pre-Commercial Procurement as compared to traditional procurement approaches, based on experiences from US and Europe. It also makes recommendations for new actions to be undertaken at EU and national level to encourage wider use of PCP and PPI based on lessons learnt.
