Study on mapping data flows

The final report of the study provides a new and self-sustained methodology to estimate and monitor the volume and types of enterprise data flowing between cloud infrastructures within Europe and for investigating where data is flowing geographically across Europe.

Measuring volume and trends of cloud-based data flows remains a complex and yet sporadic exercise. To date, only a very limited number of studies, targeted to either a specific sector, a geography or a ‘data flow’ type, have tried to map data flows. This study is the first one to succeed in developing a robust, new and replicable economic methodology to identify, map, estimate, analyse and monitor data flows in a holistic, systematic and aggregated manner for Europe.

For the purpose of this study, enterprise data flows to cloud infrastructures have been defined as the movement of data from an enterprise using cloud services to a given cloud infrastructure located across Europe.

The core objective is to deliver one of the key actions of the European Strategy for Data by making a first attempt to develop a strategic analytical framework for estimating data flows. This framework will enable a continuous analysis of data flows in the field of cloud computing across Europe and between the EU and third countries. Therefore it can also be used as an economic intelligence tool to support future evidence-based EU policy, trade and investment decisions.

The study is also expected to provide macroeconomic evidence on volume and trends in data flows to support the evaluation of the Regulation on free flow of non-personal data.
