Finalisation of the mobile cost model for roaming and the delegated act on a single EU-wide mobile voice call termination: SMART 2017/0091

Today the Commission has published an external study assessing the cost of providing two types of mobile wholesale services in the EU: roaming services and voice call termination rates. The findings will act as one of the various inputs taken into consideration by the Commission in preparation of the review of the maximum wholesale roaming charges and the future delegated act on the so-called Eurorates, respectively.

The study was commissioned to contribute insights to the review of the maximum wholesale roaming charges, which is to be completed by the end of 2019. The results will also be one of the various inputs to the preparation of the future delegated act that will set the Union-wide maximum termination rates for fixed and mobile voice calls, also known as Eurorates, due by the end of 2020.

The study does not prejudice any future policy decision taken by the Commission in either the roaming or termination domain, which will be based on a range of inputs. These inputs include public consultations, additional information collected from stakeholders, and, for roaming, an additional external expert study on technical developments and an expert opinion from the Body of European Regulators of Electronic Communications (BEREC).
