The European Commission’s landmark EU Data Strategy has introduced the concept of common European Data Spaces to overcome legal and technical barriers hindering data sharing across the European Union Member States. The key goal of the data spaces is to harness the value of data and contribute for the benefit of the European economy and society leading to a European single market for data.
The latest findings of the European Data Market study found that the value of the European data market reached 63.6 billion euros for the EU27 with a 4.9% growth rate in 2021. Specific progress has been achieved in the last two years in terms of the technical building blocks and prospective governance models of data spaces, but less emphasis has been placed on their contribution to the single market.

The European Data Market is a European Commission funded study that aims to define, assess and measure the European data economy, with an eye towards supporting the data value chain policy of the European Commission. The programme is focused on developing a vibrant and innovative data ecosystem of stakeholders driving the growth of this innovative market in Europe. The main results will feed into the annual reviews of the Digital Agenda Scoreboard. The project is carried out by IDC and the Lisbon Council.
