Digital Decade 2025: Declaration on Digital Rights and Principles - Support study 2025

The European Declaration on Digital Rights and Principles promotes a digital transformation shaped by European values. This independent study was commissioned by the European Commission to support its monitoring of the application and impact of digital rights and principles across the EU. It provides insights into the latest developments and includes recommendations to address the identified gaps and to improve further reporting.

With a particular focus on initiatives adopted by the end of 2024, the study goes beyond highlighting good practices and aims to assess the application of digital rights initiatives across the EU in a more quantitative way. Next to a monitoring of Member State activity, the study developed an impact indicator framework, which aims to illustrate the level of implementation of digital rights initiatives on the ground.

The study is accompanied by visual country factsheets, including country-specific analysis of digital rights initiatives, their estimated impact, areas with most activity, gaps and recommendations. These country factsheets also served as a source of monitoring of digital rights and principles in the 2025 Digital Decade country reports.

Finally, the study invites Member States to increase the Declaration’s visibility and highlight the overall importance of digital rights and principles. It also recommends coordinating efforts to improve the data availability for monitoring the progress in implementing digital rights and principles.
