While the COVID-19 pandemic provided an impetus for the digitalisation of companies across Europe, the digital transformation of business still lags behind in many EU Member States. In order to increase the digital capacity of European companies and consequently increase their resilient to future shocks, the European Commission dedicated a cardinal point of its Digital Compass Communication to the Digital Transformation of Businesses and established ambitious targets to be reached by 2030. A fundamental contribution for a digital and resilient Europe comes from NextGenerationEU, and in particular the Recovery and Resilience Facility (RRF), which pledged to dedicate at least 20% of funding to the digital transition. This report assesses Member States’ National Recovery and Resilience Plans (NRRPs) in relation to the digitalisation of businesses and its contribution towards achieving the Digital Decade targets.
