A call for tender to support the work of the NIS Cooperation Group

This EU public procurement with an indicative budget of €1.5 million is primarily open to cybersecurity authorities, IT service providers and management consultancies, ideally, as part of a consortium. The successful tenderer of the call “Connecting Europe Facility – Cybersecurity digital service infrastructure establishment of a core service platform cooperation mechanism for cybersecurity cooperation” will sign a 3 years contract with the European Commission to assist the NIS Cooperation Group's work under the 2016 Directive on security of network and information systems (NIS Directive).

The successful tenderer of this call (tender reference number: SMART 2018/1023) will work closely with the members of the NIS Cooperation Group to foster enhanced cross border cooperation between the EU Member States and to facilitate a more consistent and effective formal reporting, including data exchange, in accordance with the provisions of the NIS Directive.

In particular, the selected company/organisation or consortium of companies/organisations will be contracted to:

  • Establish a platform that will serve the needs of the NIS Cooperation Group such as exchanges of best practices, site visits, workshops, exercises, webinars and peer reviews;
  • Implement secure reporting facilities for use by national competent authorities with Operators of Essential Services (OES) and Digital Service Providers (DSPs) as part of notifications obligations under the NIS Directive as well as any other entities that wish to avail of voluntary notifications with requirements for aggregation of data, pseudo-anonymization and data exchange;
  • Provide analytical assessment, encompassing comparative analysis, time series analysis of annual reports to the Cooperation Group along with generation of annual reports on notifications received;
  • Support services for coordinating large scale cyber incidents and crises at operational level in accordance with the EU cyber-crisis management Blueprint recommendation.

This public procurement is funded by the Connecting Europe Facility (CEF) Telecom Work Programme 2018 which aims to support cybersecurity capacity building and operational cooperation. This call is the third call for tender that the European Commission launched this year under CEF. The other two are the following:

Background information

The NIS Cooperation Group has been established by the NIS Directive to ensure strategic cooperation and the exchange of information among the EU Member States in the field of cybersecurity .

The Group's overall mission is to achieve a high common level of security of network and information systems in the European Union. It supports and facilitates the strategic cooperation and the exchange of information among EU Member States. The NIS Cooperation Group's tasks are explicitly described in Article 11 of the NIS Directive.
