The call for tenders is divided into three lots which can be tendered separately:
LOT1: services for evaluating available language technology tools and components, to determine those that are most appropriate for the various use cases within CEF DSIs and/or provide the best quality for various languages in the CEF context.
LOT2: services to complement the work initiated by the European Language Resource Coordination, extending the networking and collaboration with Member States in view of collecting language resources for CEF Automated Translation platform and to promote CEF Automated Translaiton in all CEF Member States.
LOT3: provision of parallel multilingual texts (corpora) for the purpose of training statistical machine translation (SMT) systems in topical domains and languages that are not sufficiently covered by existing/available corpora.
The CEF Automated Translation platform is a building block and is designed to serve any current or future CEF DSI requiring cross-lingual functionality. The core component is automated translation of text, metadata and concept classes or nomenclatures. Emphasis is placed on secure, quality, customisable Machine Translation (MT).
The starting point of the Automated Translation platform is the machine translation system MT@EC operated by the Directorate-General for Translation of the European Commission and used by EU institutions and public administrations across the EU. The platform will be complemented with other machine translation systems and language processing modules, to cover all CEF languages and all use situations with appropriate quality.
