Study on Future electronic communications product and service markets subject to ex-ante regulation

The Commission has published the results of the Study on Future electronic communications product and service markets subject to ex-ante regulation. The study will provide input to the preparation of the review of the Recommendation on electronic communications product and service markets subject to ex-ante regulation.

The study, which has been conducted by an independent consultant, WIK, provides a structured quantitative and qualitative analysis of the EU electronic communications markets to allow the Commission to ascertain:

  • whether the current boundaries of the relevant markets have to be adjusted
  • whether all the markets in the current recommendation (whether or not with adjusted boundaries) should remain
  • whether any new markets which warrant ex ante regulation can be identified

The findings of the study will inform the review of the Recommendation on relevant markets. According to Article 64(1) of the new European Electronic Communications Code, the current Recommendation shall be a reviewed within two years of the date of entry into force of the Code, by 20 December 2020.

On 28 October 2019 the Commission has published the results of the public consultation which, together with the Study and forthcoming BEREC opinion, will be taken into account by the Commission when preparing the Recommendation.
